Verb tense

This is a question from Problem Set in MGMAT

The local government has builtthe school that was destroyed by the earthquake
We have to choose right tense for has built

I feel that the sentence can be interpreted in 2 ways:
1) Earthquake destoyed the school(that local government had made) OR
2) Local government has rebuilt the school which was destroyed by earthquake..

The tense will be chosen based on interpretation

MGMAT just talks about case 1. Is there some cue in sentence which hints that Case 2 is not possible

Case 2 would be correct provided we have 'rebuilt' in the sentence.

yes -- like the poster said above, "built" doesn't carry the meaning of "rebuilt" or "built again".
