"eighteenths of a kilogram" means KG/18 to me !!
and since we are asked:
how many eighteenths of a kilogram are there in one pound?
I formulate this as:
= LB/ [(KG/18 )]
= LB/ [(2.2 LB /18 )]
= 18/2.2
= 8.18
So I would say 8, Hence B
