The Answer choice i believe is A, my reasoning is
B - Out of scope - Nothing about bus routes mentioned in the argument, this will be an assumption on our part.
C - Nothing in the argument specifies that the business were and now will be taken over by other businesses in the downtown area.
D - Irrelevant, even is SaveMart had such a low profit plan, that does not mean that consumers could move to SaveMart, may be the plan could have been on lower quality, which would not have attracted customers.
E - Irrelevant
A - The Answer choice - The stores " likely " being put out are the anchor stores, which would directly effect other stores as well, hence the ability to rebound is effected. If smaller stores had been put out and the anchor stores were intact, then the possibility of rebound would have been higher than what it is when anchor stores are taken out.
