The right idiom is "so much X .............as Y ............"

so answer is C.

Did it mean that she did not want women senators at all or

did it mean that she did not want women senators so many as compared to the republic ones...

Ideally, the sentence implies she wishes to have more moderate republican senate members than having more women senate members.
E makes a wrong comparison between republican senators and women.

The idiom so x as ..
