In its most recent approach, the comet Crommelin passed the Earth at about the same distance and in about the same position, some 25 degrees above the horizon, that Halley's comet will pass the next time it appears.
(A) that Halley's comet will pass
(B) that Halley's comet is to be passing
(C) as Halley's comet
(D) as will Halley's comet
(E) as Halley's comet will do

can anyone explain why answer is not -'a'

The author is comparing the location at which Cromelin passed the Earth with that at which Hailey's will pass. The correct idiom is "same distance...same position..., as". So the choices (A), and (B) do not hold good.
Choice (C) compares "passing of Crommelin" to "Hailey's Comet". It should really be comparing the passing of the two comets.
Choice (D) and (E) both compare the passing of the two comets. However, Choice (E), has an unidiomatic construct with an unnecessary "do". Choice (D) is therefore the correct choice.
