Difference between for taking charge and to take charge

Which is more preferable(to take / for taking)
The national academy has urged the nation to .....and create a special nongovernment organization (to take)/(for taking) charge of computer security planning.

To take is idiomatically correct in this case. For taking is completely different than to take.

The goverment has urged te army to take charge of the city.

Thank you for taking care of my mother.
