Since the subject is Singular so the verb is suggests...This eliminates A, B ....Now the word Suggest, insist,order etc are Bossy verbs which requires THAT next to them....So only option that is in C and hence it is C.
yeah even i thought of that.but the problem here is in option C it says suggests that a least

i agree with chaitanya on "suggests that" but I feel that the option C should have been "at least a"..........but given a choice have no other option rather than going for option C.........
