q=17
q/17=17/17=1 Remainder 0

when you divide m by 13 you will get remainder as 4 and not 2.
Please correct me if I mis understood your statements.
I am getting ans as 13 i.e. 'E"

m can be represented as follows m = 13*q + 2
Lets say when m is divided by 17 the quotient is k
then m = 17k + 2
therefore 13q = 17k
q = 17/13*k

If q is divided by 17 then remainder is 0.
