I think it should either be gas and electric companies or gas company and electric company.

Therefore, E.

A is a meaning issue. A writes gas and electric as if it is one entity: A "gas and electric" company. Logically, the same company can not merge with itself.

Comparison is between leading gas company and leading electric company eliminating A,B,C.
D has 2 errors. Comparison between leading gas company and electric company and verb 'are" plural does not match the singular noun "merger"
