TO + ING

Why to+ ing verb? Can someone clarify? Is it an idiom ...

Yep, sounds idiotmatic, although I have never seen this expression on an actual GMAT question.

This phrase is very similar in meaning and structure to the construction: key to doing sth.

You would rather say:

The key to understanding complex math problems is hard work.

than

The key to understand complex ...
