ARGUMENT: The installation of electronic high speed scanning devices at the entrances and exits of toll roads will obviate the need for toll booths. Car owners will be billed monthly by the highway authorities.
ANSWER:
The argument that the installation of electronic , high speed scanning devices at the entrances and exits of the toll roads will obviate the need for the toll booths. It also says that the scanning system will scan the scanner sensitive plates- like the bar codes on consumer packaged products- so that the scanner will record the license number plates of cars entering and exiting the toll roads and the cars will be billed monthly by the highway authorities. But the argument lacks some important concerns and the assumptions used in the argument does not provide proper line of reasoning.
First of all, it assumes that the users of the highway are the regular users and not the one who uses the highway once in a month or may be once in a year. The argument does not mentions of any plan for those rare users of highway and how they will be billed each time. It does not provides any details whether there wll be any increment in the toll charges after the new scanning system will start working. Also, it does not provides any empirical data , which shows users preference for this system.
Second, the argument does not takes into consideration the expenditure on this plan and how much will be the cost savings. Also, it does not provide any details of reduced manual effort from this new toll billing system. It does not provide details whether any manual effort is still needed in this plan.
Third, the argument foes not tells how scanning system will work if there is any fault. How will the users be billed in case the system goes down. Is there any backup system if scanning system fails. The argument does not provide answer to any of these questions.
