Eliminate answer A since "the fact of" is ungrammatical. Choices C and D can immediately be eliminated since "it" has no grammatical referent. Answer E is close, excepting for the fact that the latter clause is missing a 'that' after the word 'namely.' I think the answer should be B.

first of all ..
namely they vary considerably and namely considerable variation are wrong..
we left with "b" only..
