Following is my analysis:

As per the question argument needs to be strengthened by the selected option.

Conclusion is "Defendants with private defense lawyers have lower conviction rate. Criminals in lucrative crime can afford private lawyers."

A: Talks about afforadability. Does not strenthen argument.
B: Talk about lawyers competency. Does not strenthen argument.
C: Talks about numbers of street crime conviction and lucrative crime. This strenthens argument
D:Talks about percentage that actually committed crime. Does not strenthen argument.
E:Irrelevant. Does not strenthen argument.

Hence answer is C.

I thought it to be "B" or "C".. i would be interested to know how it is "D"?
"Native of" is used for a individual while "Native to" is used for a large group

D is correct because it removes an alternate cause (which could have the same result as the one described in the conclusion). If percentage of defendants who actually committed the crime in greater in the case of public defendants, then it may explain why that group has a greater conviction rate.
