the main issue is pronoun error,
it should be "an event" not them or it
to refer to previous action "Russian effort to station weaponry in Cuba "

a,b,e are out

left with c,d
what would be necessary militarily for dealing with such an event
ambiguity in meaning

what military action would be necessary in order to deal with such an event
concise and clear
