increasing(adj) cold(adj) weather(noun)........is wrong
an adj can not modify another adj
so A and B out
amng c,d,e; c and d are wordier and use what unnecessarily
so e

i chose E too but just noticed the whole adj/adj/noun thing that phoenix pointed out.
