This government may promise

This government may promise autonomy to the navaratnas but there is no telling what the subsequent one will do.
1) there is no telling what the subsequent one will do
2) there is no telling what the future will do.
3) it is not clear whether its successors will do the same.
4) nobody can be sure that subsequent governments will adhere to that policy.

I will go with #3 because of the usage of 'whether' to demonstrate an explicit choice.

I think option (4) is better than option (3).
Even by
By saying - "it is not clear whether its successors will do the same. ", it means that successor would not implement but will make promises.

1) there is no telling what the subsequent one will do. [This does not clarify what the subsequent one is being referred to it can be the govt or it can be navaratnas]
2) there is no telling what the future will do. [This refers to future to do something. Future does not do anything, people do.]
3) it is not clear whether its successors will do the same[same as 1 ambiguity in the pronoun its].
4) nobody can be sure that subsequent governments will adhere to that policy.[best among all options as all as the view of the subsequent government is doubtful]

**what is the source because there should be 5 options but i see only 4 here
