Please clarify.
The conjunction "and" is used to link the two qualities being compared. We can reason it out by noticing that the first word of each comparison ("harder" and "more", respectively) require "than" to make the comparison complete.

Please clarify.
A modifier that ends in -ER (such as harder) is called a comparative.
A comparative must serve to compare TWO THINGS.
In other words, soft plaque must be HARDER than something else.
The only viable candidate is hard plaque: soft plaque is harder to detect than HARD PLAQUE [is hard to detect].
