Here, powerhouse means an organization of great importance.
In A and C, where cannot serve to refer to an organization; where can serve to refer only to a PHYSICAL LOCATION.
Eliminate A and C.

In B and D, strive AND identify is unidiomatic. The correct idiom is X strives TO + VERB.
Eliminate B and D.

The correct answer is E.
