This question is mentioned in Kaplan 800. This question basically tests the subjunctive mood. A,B and C can be ruled out. However according to me D should be used as subjunctive mood requires infitive form of verb without 'to'. But E is given as the right option. I got narrowed down to D and E. another distinguishing point between D and E is that E has "its" at the end which seems right to me. But still E has "to encourage" which is not used in subjunctive mood
