(B) income; in 1984 the figure was forty-four percent
(C) income, and in 1984 forty-four percent
(D) income, forty-four percent in 1984 was the figure

Generally, semi-colon is used for independent sentence. So B should be stuck out as it cant stand alone on its on. But it is right. why?

Semi colon can be used in place of a conjunction to connect two sentences.

In B, if you replace the semi-colon with "and", even then the sentence is correct. And both parts of the semi-colon can stand as independent sentences ,so that is why B is the answer.
