Salt deposits and moisture threaten to destroy the Mohenjo-Daro excavation in Pakistan, the site of an ancient civilization that flourished at the same time as the civilizations in the Nile delta and the river valleys of Tigris and Euphrates.

a. same
b. that had flourished at the same time as had the civilizations
c. that flourished at the same time those had
d. flourishing at the same time as those did
e. flourishing at the same time as those were

In D and E, are "did" and "were" wrong?, why?

OA is A.

A bigger problem with options D and E is the word 'those' does not have a clear antecedent.

I think B is the Right answer as in this answer Past Perfect tense is used ie both the events happened in the past.
In A ,"same" changes the meaning of the sentence.

The past perfect tense in (B) is not necessary. The use of "had" twice in (B) makes the sentence completely awkward. The past perfect tense should be used to indicate an action before something in the past. An example of past perfect tense:

They had maintained the park for ten years before the county took it over.

(C) is incorrect because, we have no idea what the pronoun "those" refers to. Once, you have found out that "those" does not have a clear referent, eliminating (D), and (E) should be simple.
