I am planning to apply in 3rd round of applications. TOEFL date that I am targeting is 22nd Jan. TOEFL website says that score card will be available in 3-4 weeks. My question is that while sending the application out, can I just send the score available online and send the actual score card later?

Depends on the school but overall, yes, you can send them the official score later and mention it in the optional essays. To verify, however, I would just email the schools directly about your situation. This will also be a good reason to connect with admissions, which is never a bad thing.
