A, C , E are wrong because they are using wrong reffernt......

"them" can refer to either strategies or attempts
"it" can't refer to the plural
now we have either B or D

Now an "attempt to" is correct form of idiom

We can also eliminate B C E based on this IDIOM usage also...

So answer must be D.
