The Application Process

I am wondering what this means, if it indicates an upsurge in applications, I am also wondering if there is going to be a big upsurge in applications across the board for all part-time programs, any insight would be appreciated.

Previously there was just one application deadline for each quarter, now there are 2 different rounds.
