for percentages we will consider the subject as the one that comes under of construction so. 100 people is plural so are should come......

nopes is should come.......follow this rule

x % of y is singular if y is singular, over here 100 is countable therefore, is should come
x % of y is plural if y is plural

if the sentence would have been 1 % of 100 items then are should have been used because we are talking about plural items

I can think of arguments either way, which is why I'm pretty sure no GMAT question writer will touch this issue with a 10-foot pole. I'm sorry, but until i see an official question that tests this particular case (1% of 100 people), I believe this discussion is a waste of time.

Agreed that this is an issue that is not likely to appear on the GMAT. I remember that in cases like this, the subject of the sentence is not 100 % people but 1%. Hence in this case, the verb should be singular.
