A proposed law

A proposed law would require people to bring photo ID to polling places when they vote to curb potential fraud.

Answer is B

Reason the main clause states what the law asks us to do followed by its outcome.[spoiler][/spoiler]

i am confused between B and D. OA is B

Why can't it be D? please suggest.

In D , the clause " when they vote " is modifying to places and not to people .

(modifier should be close to what it is modifying)

D sort of makes the clause when they vote non-essential by putting it inside the commas. But when they vote is essential to the meaning of the sentence.

If 'when they vote' is non-essential, we could interpret D as

A proposed law would require people to bring photo ID to polling places to curb potential fraud

which distorts the intended meaning.
