per-cent = per 100 = divide by 100 (cent is the same root as in 'century' or 'cent')

3/5 % = (3/5) / 100 = (3/5)*(1/100) = 3/500

So...3/5% = (3/5)/100= (3/5)(1/100)= 3/500
