I think the answer is 'B'

the problems with other choices are:

A: 'cut in half' is not the correct idiomatic usage which, i think should be 'cut to half'

C: ' of the previous year's' , the sentence is awkward.

D: 'as' should not be used here. the currect usage will be while.

E: pronoun disagreement. 'costs' is plural while 'that' is singular.

Please tell me if i am wrong.

IMO : B, costs is plural so need those to refer to it.

B violated rule of parallelism.

It is the correct usage

doubled while cutting costs - is perfectly ok.

Dear mission 2011,

I think there is no harm in using doubled and cutting.That's because the second sentence is a subordinate clause and is not exactly parallel to the first, rather is dependent on the first.
