Though I am not a instructor, I am posting my approach for this question.
We have to find whether point(r,s) lies on the line y=3x+2.
i.e. if the point lies on the line, then s=3r+2 will be true.
From Stmt#1, we get 3r+2-s = 0 or 4r+9-s = 0
i.e. s=3r+2 or s=4r+9
i.e. two possible values, hence insufficient.
From Stmt#2, we get 4r-6-s = 0 or 3r+2-s = 0
i.e. s=4r-6 or s=3r+2
i.e. two possible values, hence insufficient.
Combining both statements together, we get s=3r+2, hence Sufficient and C is the answer.
