Answer is C, but does not "armed only" modifiy back roads of Hungary and change the original meaning mistakenly?

only armed is wrong usage eliminate B,D.
arming themselves only - wrong usage. Eliminate E.

Between A and C.

A extra usage of and and hence a they to refer to BB and ZK.

C there must be a comma operator after Hungary,thereby making the meaning clear.

Thus C is better and hence an OA.

"only armed" changes the meaning so eliminate B,D.
"arming themselves" usage is incorrect eliminate E.
A is wordy so out.
C seems to be perfect,i would say no "comma" is required after Hungary as stated by Amit2k9.If a comma is inserted then "armed only" will be modified incorrectly.Expert please comment!!
