E . has failed

why not E?

B is wrong because we can't predict about future ourselves.........E says it clearly from experience that one of two businesses has failed & is therefore correct.......

E is correct in grammar and sense; the issue is that it changes the meaning of the sentence slightly for no good reason. "fails" makes the sentence a statement of general truth; "has failed" changes the sentence to a report of results.

Yes it should be B. Also,this is generalization of some action. In that case we always prefer present indefinite tenses.

I again messed up with SV pair subject here is one so fails
of every two new businesses is prepositional phrase....
