I think appear to be is ok. I have seen OG12 using "appear to be" language in their explanations.
Few examples-
...Appear to be forcing.. (OG12-CR - Q25)
..who appear to be immune...(OG12-CR - Q60)
..would appear to be useless....(OG12-CR - Q113)
..that appear to be logically incompatable..(OG12-SC - Q98)
I am not 100% sure how much they entertain it when weighing against other options in SC.
Personally, I feel"appear to be" is bit redundant in some cases, and only "appear" also will do in some cases as well.
