Japan's abundant rainfall and the typically mild temperature throughout most of the country have produced a lush vegetation cover and, despite the mountainous terrain and generally poor soils, it has made possible the raising of a variety of crops.

Let me try

1) whenver a lot of commas are there... mostly they are multipliers placed to create S/V error.
2) to+ verb is generally used for "in order to " with a purpose ,a nd - ing is either modifier or noun.

( if someone has any other opinion abt -ing and to+verb .. pls share )

C is the best choice here

The use of "and" in the underlined sentence indicates that we have to go for parallelism.. choice A,B and E are not parallel. have produced a lush vegetation cover and have blah blah blah or have produced a lush vegetation cover and participle(ed) should be the answer choice.

Out of C and D, D possible for raising sounds awkward and changes the meaning. So correct answer is C..
