We usually say: To make an offer to do something or other.
In addition, they (pronoun) does not agree with 'one'.
When using a 1st conditional structure, if the condition (if) part of the sentence contains the verb 'to be', it should be in the form of 'were'. (If I were, if you were, if she were, if they were, etc.). Sounds awkward but that is what it must be!
