1) Of all of the cars manufactured in Factory Q, 60% were still in operation at the end of last year.
2) A total of 48,000 cars manufactured in Factory Q were still in operation at the end of last year.

Target question: Of the 3,000 cars manufactured in Factory Q LAST YEAR, how many were still in operation at the end of the year?

Neither statement provides any information about the cars manufactured LAST YEAR.
Instead, we're told about ALL of the cars ever manufactured .
As such, the COMBINED statements are insufficient.
