If you consider (2), its clear t>0 implies INSUFF

Consider (1):

this implies the x/t = +2/3 or -2/3. INSUFF

Consider BOTH:

Note that x/t could be say 6/9 which reduces to 2/3. so we still dont know if y = 9 or 6. we just know x/y = 2/3.
