I think it's D (is that the OA?).

Statement 1:
For the units digit of 2X to be less than the units digit of X, then the units digit has to be between 5 and 9, inclusive. So The units digit has to be greater than 4. (if it's 0, then we get the same units digit, so that doesn't fit either).

Sufficient.

Statement 2:

If the tens digit moves from 3 to 7 when we multiply X by 2, then X must be between 35 and 39, inclusive. So the units digit of X (aka 3_) must be greater than 4.

Sufficient.
