In the fine print at the end of the document lies the clauses that make us liable for any expenses that result from civil unrest.

the clauses in the subject, and then the verb must be lie and make also should be in agreement with that

Why it was assumed that we will have clauses as the original intention of the author.
Why not clause as the one intended which make "lies" as one of the correct verbs. ?
To me the answer looks like "C".

Had there been 'makes' (singular) instead of make(plural), C would have been right.
You have to check the subject- verb agreement at least right?
