Hi ruplun ,

I presume that you arev asking about the usage of word "that". The below are some concepts that i know , hope those are helpful to you .

One can expect Subjunctive Mood in two forms :-

1] HYPOTHETICAL Subjunctive -- Unlikely or unreal conditions
2] COMMAND Subjunctive


Moving on to COMMAND Subjunctive [abr CS]as it involves the use of THAT .

The CS is used with certain Bossy Verbs such as require , recommend etc.

It is imperative that the citizen follows the traffic rules .
It is imperative that the citizen follow the traffic rules .

This form is also known as BARE FORM.
Use the base form of verb (eat , write , bring etc) after the bossy verb + that irrespective of subject being singular or plural.

Bossy Verb + THAT + Subject + Command Subjunctive

Certain more complications further :-

------ Some bossy verbs such as want one CANNOT use CS , but rather an infinitive

to + Bare Form

------- 1] CS can be also be used with nouns derived from bossy verbs such as a demand or a request
2] Also used with Adjectives such as advisable , important etc .

------- Never use should with subjunctive .

Quoting an OG example :-

The report recommended that the hospital should eliminate unneeded beds, expensive services should be consolidated, and use space in other hospitals.

(A) should eliminate unneeded beds, expensive services should be consolidated, and use space in other hospitals

(B) should eliminate unneeded beds, expensive services should be consolidated, and other hospitals' space be used

(C) should eliminate unneeded beds, expensive services should be consolidated, and to use space in other hospitals

(0) eliminate unneeded beds, consolidate expensive services, and other hospitals' space used

(E) eliminate unneeded beds, consolidate expensive services, and use space in other hospitals

You see as per the rules we cannot use SHOULd so eliminated all options with should .
Next step left with D and E . In D as highlighted the verbs used must be Bare form but the last verb violates the condition . IN E all the verbs are parallel and in the required BAre form .

Leaving you with a question to solve :-

Before they will consider a settlement, the striking teachers demand that the school board fire the substitute teachers and establishes payment scales guaranteeing cost of living increases.

A And establishes payment scales guaranteeing cost of living increases.

B And to establish payment scales that would guarantee cost of living increases

C And establishes payment scales to guarantee cost of living increases.

D. And establish payment scales to guarantee cost of living increases

E. To establish payment scales that would guarantee cost of living increases

to + Bare Form "
Please explain elaborately .And about the last problem is the solution E?

Bossy Verbs take two types of construction :-

1] Bossy Verb + THAT + Subject + Command Subjunctive (call this construction as Command subjunctive)

EX - I request that you go to the store. -------(THAT + go --> bare form verb)

2] Bossy Verb + to + Bare Form (call this construction as the infinitive)

EX - I want you to go to the store. -------- (to go --> infinitive)

So the point i wanted to make is that there are two kinds of constructions.

Common verbs that take only Command Subjunctive
demand , dictate , insist , mandate , propose , recommend , request , stipulate , suggest .

I request THAT YOU GO home.

Common verbs that take only the infinitive
advise , allow , forbid , persuade , want

We advise you TO FOLLOW the strategy.

Common verbs that take EITHER Command Subjunctive or the infinitive
ask , beg , intend , order , prefer , urge , require .

We require THAT HE BE here Or We require HIM TO BE here.

i seem to find no other solution apart from E which fits the reqmnt.
