The correct comparison here will be using less than and not fewer than because fewer than is used to compare a discreet number of things. This leaves A, B and C.
A is incorrect in using those of
C compares harvest with the year 1978 so incorrect.
B is correct

Since we are comparing rice production, I think "less than that of the 1978 harvest" will make it more correct.
Just saying "of 1978 harvest" is not suffecient.
