Isn't the subject of comparison the movement by labor union rather then the labor unions of the two countries as such??

IMO is D,

it perfectly eliminate issue with 'unlike comparison'

whats the OA.

Subject is the 'American labor movement'. It is singular. So, eliminate A and B, which use 'their'.

C is also incorrect because it uses 'have' instead of 'has'.

Down to D and E: We are comparing the American labor movement with the labor movement of other western democracies. So, 'that of' in D is not necessary and wrong.

(D) Unlike labor movement of American labor movement's counterparts in other Western democracies, the American labor movement never has

E. Unlike American labor movement's counterparts in other Western democracies, the American labor movement has never
