make/makes?

The correct use of pronoun reference，verb tense，and modifier make the sentence clear and easy to understand.
I think it should be makes and not make since the subject of the sentence is use.
I saw this sentence in the verbal OG.

no,I just saw this sentence somewhere and thought that it is wrong.
