due to is an ADJECTIVE.
because of is an ADVERB.

B and E: due not to...but because of
D: not due to...but because of
In these options, due to (adjective) and because of (adverb) are not parallel forms.
Eliminate B, D and E.

In C, deaths (subject) lacks a verb.
The result is an incomplete sentence.
Eliminate C.

The correct answer is A.
