By 1914, ten of the western states had granted women the right to vote, but only one in the east.

a.
b.
c.
d. in the east only one state did
e. only one in the east had.

e. is the correct option but how is d incorrect?

my take wud be E because its parallel . i dont think that D is wrong perse for we can definitely use helping verb "did" to stand for any tense of action verb but in this particular case i feel that E is better than D for the reason of parallelism : "10 of the western state had ......" is parallel to "one in the east had ...."

The sentence talks about the two time periods: 1914 and prior to 1914 when states granted the rights. So we should use had in both the clauses, before and after the comma, to distinguish the time period when rights were granted from 1914.

Yes, it's a parallel issue. "Did" is actually a different verb (to do), where in the first half we only have "grant". It's also in the simple past tense, where had granted is in the past perfect tense. We could probably get away with the first issue, not definitely not the second.
