equivalent- comparing characters.

equal - comparing accurate measurements.(height,distance,)

as many as - approx number

Here 8 million people are compared to number of students.

options with "Equivalent" and "equal" are therefore wrong. So A and B are out.

8 million cannot be counted accurately when people are concerned so as the number of students in universities. Its just an approx no.

D and E are left.

Option E is comparing 8 million people with "enrollment of students" which is not logical.

Option E compares 8 million with no. of students which is logical and hence correct answer.
