Usage of two infinitives together in a sentence

Can we place two infinitives together in a sentence?

Experts please share some information on this type of sentence construction with example.

Certainly.

Examples:

-Mike wants to learn to play tennis.

-The witness intends to refuse to testify.

Could you tell the rule to identify the correct usage of two infinitives used together in a sentence?

Also, could you tell what second infinitive is modifying in case of two infinitives placed together?
