On reading the explanation that in the image, I agree with the inappropriate usage of 'it' and 'that'
that eliminates A, B, D.
If you use E, the evidence to do so does not clearly indicate WHO is the one doing so.
C qualifies as the only valid choice, and does not fail on any aspect.

evidence that is the right usage & to do so is required because we need an action verb to keep the sentence parallel to the initial part of the sentence.............
