Unless I'm missing something, answer choice A looks good to me.
We have parallelism in the not-only-but-also correlative, to get "not only by X but also by Y"

i thought B looked good... actually I'm lying... i thought it "sounded" the best... I need to get over the whole "oh it's most likely not A" syndrome
