since new companies started last year provided huge no of new jobs, but the new companies started this year were not able to provide new jobs. hence this year record number of new companies has to be started so that new jobs can be created.
this is the main assumption on which the above argument is based

Previously established companies will not be adding new jobs,then its the purpose of new companies to provide more jobs.
