BTG Practice questions SC doubt 'Federal laws promulgated ..

Federal laws promulgated by the FDA banning cancer-causing substances from food stuffs do not apply to natural constituents of food but only to new chemical additives because their use in food is entirely avoidable.

I want to know the Subject of the sentence and the main verb and the difference between option 1 and option 4
I could eliminate 2,3,5.
what does the pronoun'their' in the ans options refer to ? ' Laws' or 'cancer-causing substances'
Please help. Got GMAT in 10 days.

Federal laws. ... do not apply to X (natural constituents of food), but only to Y (new chemical additives) because their [Y(new chemical additives)] use in food is entirely avoidable.

Focus on the meaning of the sentence.

The Federal laws do not apply to natural substances but only to chemical additives because the use of such additives is avoidable.

Option A keeps that clear.

Option D says "their use to food" - what's that supposed to mean anyway? What is the additives' use to food?
